After years of trying to capture or eliminate the Green Hulk, Ross became the Red Hulk through a secret experiment conducted by The Leader and M.O.D.O.K. Unlike Bruce Banner, Ross retains his intelligence and strategic mindset even after transforming.

Another major difference is the source of their strength. The Green Hulk becomes stronger as he gets angrier, which makes him almost invincible in prolonged battles. This makes him a dangerous opponent, especially against energy-based attacks. However, there is a major weakness—his body temperature rises as he gets angrier, which can cause him to overheat and lose consciousness.
Despite their differences, both versions of the Hulk share some similarities. They are both incredibly strong, nearly indestructible, and have advanced healing abilities. However, their personalities and moral alignments set them apart. The Green Hulk is often portrayed as a misunderstood hero, struggling to control his rage while trying to do the right thing. The Red Hulk, in contrast, started as a villain, using his power for personal motives before later aligning with superheroes.
